Notice of Court Closure - December 24 and December 26, 2025

The U.S. Court of Appeals for the D.C. Circuit will be closed on Wednesday, December 24, and Friday, December 26, 2025, in addition to Christmas Day. CM/ECF will remain available to accept new electronic filings over the holiday.  In accordance with Federal Rule of Appellate Procedure 26 and D.C. Cir. Rule 45(b), filings due on December 24, 25, or 26 will be deemed timely filed on the next day the court is open for business.

The Court's 24-hour filing depository located at the Third Street entrance to the Courthouse will be available for receipt of non-emergency paper filings.

PACER-MFA Updates: When to Contact the PACER Service Center (PSC)

On October 16, 2025, PACER released an update that allows users with CM/ECF-level access (e.g., filers, interested parties, etc.) whose account search status becomes inactive due to search inactivity the ability to reset their own password without contacting the PACER Service Center (PSC) .

Users with CM/ECF-level filing access can still file even if their search status shows as “inactive” due to six months of inactivity.

Implementation of Multifactor Authentication (MFA) for Case Management/Electronic Case Files (CM/ECF)

The Administrative Office of the U.S. Courts will begin implementing multifactor authentication (MFA) for all filers using Case Management/Electronic Case Files (CM/ECF). Voluntary enrollment begins May 11, 2025.  CM/ECF users should enroll in MFA at their earliest convenience to preserve uninterrupted access and avoid missing filing deadlines. Those who do not voluntarily enroll in MFA will be randomly selected for mandatory enrollment starting in August 2025. By December 31, 2025, all CM/ECF users MUST be enrolled in MFA to maintain system access.
