Judge Florence Y. Pan was appointed to the United States Court of Appeals for the District of Columbia Circuit on September 28, 2022.
Judge Pan received two undergraduate degrees, summa cum laude, from the University of Pennsylvania; and her law degree, with distinction, from Stanford Law School. After graduation from law school, Judge Pan served as a law clerk to the Honorable Michael B. Mukasey, United States District Court for the Southern District of New York, and then as a law clerk to the Honorable Ralph K. Winter, United States Courts of Appeals for the Second Circuit. Following her clerkships, Judge Pan spent one year as a Bristow Fellow in the Office of the Solicitor General, U.S. Department of Justice. She then served in the Appellate Section of the Criminal Division at the Department of Justice, and as Senior Advisor to the Undersecretary of Domestic Finance at the U.S. Department of the Treasury.
In 1999, Judge Pan joined the U.S. Attorney’s Office for the District of Columbia. While at the U.S. Attorney’s Office, Judge Pan prosecuted homicides and other violent crimes in the District of Columbia Superior Court, as well as organized-crime and narcotics-trafficking cases in the United States District Court. She also argued numerous cases before the District of Columbia Court of Appeals and the United States Court of Appeals for the District of Columbia Circuit. From 2007 to 2009, Judge Pan served as Deputy Chief of the Appellate Division of the U.S. Attorney’s Office.
From 2009 to 2021, Judge Pan was an Associate Judge of the District of Columbia Superior Court, where she served in the Criminal Division, the Family Court, and the Civil Division. She also sat by designation on the D.C. Court of Appeals. Judge Pan served as a United States District Judge for the District of Columbia from September 2021 until her appointment to the D.C. Circuit.
Judge Pan is an Adjunct Professor of Law at Georgetown University Law Center, where she teaches Constitutional Law and Criminal Procedure. In 2018, she received the Charles Fahy Distinguished Adjunct Professor Award for excellence in teaching.

Judge Pan is accepting clerkship applications for the 2026-2027 term on OSCAR. Pursuant to the Federal Law Clerk Hiring Plan, students and alumni who entered law school in or before 2021 may apply at any time. Premature applications from students who entered law school in 2022 or later will not be considered at this time. Applicants from diverse or under-represented backgrounds are encouraged to apply.
