Judge Garcia was appointed to the U.S. Court of Appeals in May 2023. He graduated from Johns Hopkins University and Harvard Law School. Following graduation, he served as a law clerk for Judge Thomas B. Griffith of the U.S. Court of Appeals for the D.C. Circuit and for Justice Elena Kagan of the Supreme Court of the United States. In 2013, he joined the law firm of O’Melveny & Myers, where he became a partner in the firm’s Supreme Court and Appellate Practice. From 2022 until his appointment to the U.S. Court of Appeals, Judge Garcia served as Deputy Assistant Attorney General in the Justice Department’s Office of Legal Counsel.
