Mark Langer, formerly Chief Staff Counsel, became the Clerk of the United States Court of Appeals for the District of Columbia Circuit on April 1, 1995. He graduated, magna cum laude, from Kalamazoo College in 1979 and received his legal education at the Duke University School of Law, graduating with honors in 1983. Mr. Langer served as law clerk to the Honorable Newton C. Taylor, President Judge of the Court of Common Pleas in Huntingdon, Pennsylvania from 1983 to 1984. He began his service with the Court of Appeals in 1984 as Assistant to the Chief Staff Counsel and in 1987 he was appointed Chief Staff Counsel.
