Steven G. Gallagher has served as Deputy Circuit Executive since April 2007. In addition to serving as deputy to the Circuit Executive in all matters, he is specifically responsible for the Circuit’s mediation program, judicial conference, and judicial council support.
Mr. Gallagher has over 20 years of leadership experience in judicial, public policy, and foundation communities. He served with the Administrative Office of the United States Courts as Deputy Chief of the Article III Judges Division and as Regional Administrator in the District Court Administration Division. Previously, he served as Senior Vice President of the American Arbitration Association, Executive Vice President of the Justice Research Institute, and Senior Staff Associate with the Carnegie Commission on Science and Technology in Judicial and Regulatory Decision Making. In 1995, he was appointed as a member of the Administrative Conference of the United States.
Earlier in his career, Mr. Gallagher served with the United States Court of Appeals for the Third Circuit as Assistant to the Clerk of Court, Staff Attorney, and Assistant Circuit Executive. He also served as General Counsel to the Congressionally-mandated Federal Courts Study Committee of the Judicial Conference of the United States. He received an honorable discharge from the United States Air Force following five years of service.
Mr. Gallagher earned his Bachelor of Science from the College of Engineering and Technology of the Southern Illinois University, his Juris Doctor from Rutgers University School of Law, and his Masters in Government Administration from the University of Pennsylvania.
